Provides application certificates to "Taiwanese natural persons" and "foreigners that hold a resident certificate or diplomat certificate" However, "Taiwanese natural persons under the age of 20" and "foreigners that have held a resident certificate for less than one year or a diplomat certificate" may not make foreign exchange transactions reaching the equivalent of NT$500,000.

E.SUN Bank IXML certificate can be used for foreign exchange transactions reaching the equivalent of NT$500,000, scheduled foreign exchange transactions (includes My Discounts – Foreign Exchange Day) reaching the equivalent of NT$450,000 and above, and PayPal withdrawals reaching the equivalent of NT$500,000.
