Taipei city young entrepreneur loans

Creates a favorable environment that encourages entrepreneurship among the youth and drives economic development, helping young entrepreneurs in Taipei City to start a business.

Eligibility requirements

  • Must be a citizen of the R.O.C. between the ages of 20 and 45 with a permanent address in Taipei City for at least one year.
  • Took at least 20 hours of entrepreneurship courses offered by the government in the past three years.
  • The business meets one of the following conditions:
    • Small business not required to be registered according to Article 5 of the Business Registration Act, and has been registered in Taipei City for taxation for less than five years.
    • Company, business, or limited partnership specified in Article 2 of the Standards for Identifying Small and Medium-sized Enterprises that has completed registration for less than five years, and address is in Taipei City.

Loan program

Loan amount:

  • Up to NT$2,000,000, limited to purchase of factory, business premises, machinery, equipment, or working capital.
  • The amount may be increased to NT$4,000,000 if one of the following conditions in the two years before the application:
    • Received NT$1,000,000 or more in policy loans from the government and may repayments for 18 consecutive months or more according to the agreement.
    • Received an innovation award announced by the Department of Economic Development, Taipei City Government or government subsidies.
    • Average annual revenue reaches NT$5,000,000 and above.

Guaranteed percentage, fees, and guarantor:

  • The borrower applies for credit guarantee according to regulations of the S&M Enterprise Credit Guarantee Fund of Taiwan, the guaranteed percentage is 95%, and guarantee service fee shall be according to regulations of the S&M Enterprise Credit Guarantee Fund of Taiwan.
  • A credit inquiry fee of NT$300 will be charged for each inquiry.
  • A guarantor with means may be required depending on the situation of the application. The term guarantor refers to joint guarantor.

Loan interest rate: The floating rate of two-year time deposits at the Post Office plus an annual rate of 0.555%. The Department of Economic Development, Taipei City Government fully subsidizes the interest on this loan.

Loan period: Loan period of up to 5 years, including a grace period of up to 3 year.

Discontinuing interest subsidy:

  • If the borrower's business has any one of the following situations, the borrower shall notify the Department of Economic Development and the Bank in writing within three days of the occurrence. The Department of Economic Development shall discontinue the interest subsidy and notify the borrower and financial institution that provided the loan. The interest shall be borne by the borrower after the subsidy is discontinued, i.e., the borrower shall pay the interest to the Bank from the date of occurrence to the date the loan is paid off.
    • Suspension, termination, dissolution, cancellation or nullification of its registration.
    • Changing its registered address to outside of Taipei City.
    • Changing the person in charge or legal representative.
    • Failed to make monthly repayment of principal and interest.
    • After loan disbursement, negotiated with the Bank for an extension of the agreement or repayment method.
    • The borrower pays off the loan in advance (interest subsidy is not calculated for the early repayment portion).
    • Other matters in violation of regulations relating to "Taipei City young entrepreneur loans."
  • After the situation resulting in the discontinuation of interest subsidy in Items 1 to 3 of the preceding paragraph ceases to exist, the Department of Economic Development may continue to provide interest subsidy upon receiving application from the borrower. However, if the borrower fails to notify the Department of Economic Development according to regulations, the Department of Economic Development may refuse to continue providing subsidies.

Annual percentage rate

    Annual percentage rate: 2.30%. Loan amount: NT$500,000. Loan period: 5 years. Loan interest rate: The current loan interest rate is a floating rate of 2.275% p.a.. The floating rate of two-year time deposits at the Post Office plus an annual rate of 0.555 %. Credit inquiry fee: NT$300.

    • Annual percentage rate disclosed herein have been calculated by using the calculation formula provided by the competent authority. The loan terms may be subject to each loan, and the actual annual percentage rate may also differ among customers depending on loan products as well as credit terms granted
    • Annual percentage rate is not the same as loan interest rate.
    • Base date for calculation of annual percentage rate is March 27, 2024.

Loan process

Application for young entrepreneur loan of under NT$1,200,000:

Step1 The Department of Economic Development receives application

The applicant submits documents to the Department of Economic Development for application.

Step2 On-site inspection by the Bank

The Department of Economic Development notifies the Bank to conduct an on-site inspection, and provides conditions for the preliminary review as well as review opinions.

Step3 Review by the Department of Economic Development

The Department of Economic Development conducts an assessment and then issues a "Loan Approval Notification."

Step4 Identity verification by the Bank

Identity verification is the process when a borrower signs a loan agreement with a bank. The Bank will handle affairs according to the Loan Approval Notification from the Department of Economic Development.

Step5 Loan approval

After completing confirmation procedures, the Bank will disburse funds to complete the application process.

Application for young entrepreneur loan of NT$1,200,000 and above:

Step1 The Department of Economic Development receives application

The applicant submits documents to the Department of Economic Development for application.

Step2 Department of Economic Development/On-site visit by the Bank

The Department of Economic Development notifies the Bank to jointly conduct an on-site inspection, and provides conditions for the preliminary review as well as review opinions.

Step3 Review by the Department of Economic Development

The Department of Economic Development convenes a review meeting for assessment and then issues a "Loan Approval Notification."

Step4 Identity verification by the Bank

Identity verification is the process when a borrower signs a loan agreement with a bank. The Bank will handle affairs according to the Loan Approval Notification from the Department of Economic Development.

Step5 Loan approval

After completing confirmation procedures, the Bank will disburse funds to complete the application process.

Required documents

  • Documents requested by Taipei City Government from the customer
    • If the application is for a loan of more than NT$1,200,000, the entrepreneur loan application form, proposal, and letter of indemnity must be provided; if the loan amount is NT$1,200,000 and above (inclusive), the entrepreneur loan application form and letter of indemnity must be provided.
    • Photocopy of the front and back the borrower's ID card
    • The borrower's household certificate or household registration transcript issued in the past month
    • The borrower's employment certificate or financial certificate
    • Letter of authorization to inquire data of the borrower, the borrower's spouse, and the business at the Joint Credit Information Center
    • Establishment or registration documents of the business:
      • Sole proprietorship, enterprise: Letters from government agencies, transcript of business registration
      • Limited company, company limited by shares: Letters from government agencies, registration form for the company approved to be established, or registration form for changes to the company
      • Other: Letters from the government, taxpayer ID allocation table
    • Certificate of completion for entrepreneurship courses offered by the government in the past three years
  • Documents required by the Bank
