International withdrawal with magnetic strip card

Withdraw local currency abroad at an ATM carrying an international card organizations’ brand mark.

  • To withdraw funds abroad with your magnetic strip card, please set the magnetic strip card PIN before going abroad. You may have an international magnetic stripe card transaction trial at an E.SUN ATM.
  • Procedures for withdrawing funds at an ATM abroad using the Bank’s debit card are as follows:
    1. Find an ATM carrying an international card organizations’ brand mark
       

    2. Select transaction/service option
    (1)Select “Withdraw Cash > CreditCard (VISA / Mastercard)”
    (2)Select “Cash Advance”: May withdraw funds immediately

Notes
  • Daily limit: The daily limit on withdrawals and debit card transactions totals NT$150,000.
  • Service fees for withdrawing funds abroad: Service fee of NT$70 for each withdrawal plus 1.5% of the withdrawal amount will be directly deducted from the account during transaction.
  • When you make withdrawal abroad, the Bank will earmark 105% of the withdrawal amount in advance, and will debit the withdrawal amount to settle the payments when the acquiring bank requests payments from the Bank (i.e., payment date).
  • Balance inquiry at a local ATM abroad is not available for international transactions.

Application explanation

Q1: How many deposit accounts can I link my debit card to for purchase payment?

Your debit card can be linked to only one NTD deposit account.

Q2: Are there any age restrictions on application for debit card?

A depositor that has reached the age of 15 and has a demand (savings) deposit account at E.SUN Bank may apply for a debit card after obtaining approval from his/her legal representative.

Q3: Do I have to provide an email address when applying for a debit card?

Not necessarily. But if you do not provide an email address, you will not receive an electronic billing statement in the middle of each month (around the 13th day); instead, to inquire about your purchase details, you will have to consult the passbook or log in to Internet Banking.

Debit card purchase

Q1: How do I use my debit card for payment?

You can use it for payment at any store around the world with the Mastercard / VISA logo. You can use your debit card the same way you use a credit card, as long as the balance in the account to which your debit card is linked is sufficient. The Bank will earmark the amount you spent, and then directly use funds in the account corresponding to the debit card for payment when the store requests payment from the Bank.

Q3: Is there a daily limit on card purchases?

For your safety when using debit cards, the daily limit on withdrawals and debit card transactions totals NT$150,000 (excluding the amount transferred).

Q4: Can debit cards be used for off-line transactions?

A debit card may be used to pay for transactions only when it is read by an electronic card reader or verified through online authorization. In circumstances when a store cannot get online authorization (e.g., in-flight purchase) and can only process off-line card transactions by manually imprinting the embossed details on the card, you may not transact with your debit card because a debit card has no embossed card number that can be imprinted. A debit card may be used to pay for transactions only when it is read by an electronic card reader or verified through online authorization; it cannot be used to pay taxes, in-flight purchase, or installment transaction.

Q5: Can I use a debit card to pay an installment transaction?

Card installment payment service is not available at the moment.

Q6: Can I use my debit card to pay Taiwan High Speed Rail fare?

You may swipe your debit card to purchase a Taiwan High Speed Rail ticket; the four digits comprising your month and date of birth (two digits each) are the default PIN for purchasing a Taiwan High Speed Rail ticket at its ticket vending machine against your debit card. But you may not take a Taiwan High Speed Rail train by using your card's EasyCard tap-to-pay function.

Q7: When I make purchase with my debit card, will the purchase amount be debited immediately from my account? What will be shown on the passbook?

When you make purchase with your debit card, the Bank will earmark the purchase payment in advance, and will debit it directly from the account linked to your card only when the merchant requests payments from the Bank. The transaction date on the passbook is the date of payment by the Bank (not the date of purchase by customers); the Particulars column will indicate transaction types (e.g., debit card purchases, goods returns, etc.); and the Remarks column will indicate the merchant's name or 「DB卡」.

Q8: Can I set up an automatic fee payment plan against my debit card?

To avoid the scenario in which the account balance is not sufficient for payment, at present you are not allowed to set up an automatic fee payment plan against your card for the following fees: Fees, including income taxes, traffic tickets, fines for violating the regulations of compulsory automobile liability insurance, fuel charges for cars and motorcycles, and fees for bidding for license plate numbers, that are paid via the voice call system.

Q9: Does the amount earmarked for debit card purchase accrue interest?

The amount earmarked for purchase against Debit EasyCard still accrues interest before the merchant requests payments from the Bank.

Q10: What is the method of notification when a purchase takes place against a debit card linked to an account?

An SMS notification will be sent for every purchase against the card as against a credit card. In addition, you will receive a push notification of purchase the moment you pay with your debit card if you have activated the notification function by downloading Mobile Banking or E.SUN Wallet (Settings → Notification settings → Activate "Credit card/debit card notification").

Debit card expiration

Q1: What is the valid term of a debit card?

A debit card becomes valid on the issuing date and expires on the last day of the expiration date (MM/YY) printed on the card. Three months before the expiration date, the Bank will take the initiative to notify you of the need to renew the card.

Q2: Can I still use my card if my card expires and I haven't replaced it?

If you haven't renewed your card upon expiration, the card can be used only for deposit, withdrawal, and transfer, as you do with an ATM card, and may not be used for card purchase or for international cash withdrawal with its magnetic stripe.

Q3: What steps must be taken to replace a debit card when it expires?

To replace your card, please log in to Internet Banking or Mobile Banking, or present your national identification card at a branch counter in person.

Q4: What is the eligibility for replacing a debit card online?
  • A natural person in adulthood with a debit card.
  • Eligibility for waiver of service fees: The card must have been issued for at least 5 years, expire, or be within 3 months to expiration.
Q5: How do I apply online for replacement of a debit card?

Please log in to Internet banking/mobile banking:

  • Internet banking: Select "Personal settings and services → Loss reporting and function settings → ATM card function settings → Application for replacement of debit card".
  • Mobile banking: Select "Settings → ATM card function settings → Please select application item → Application for replacement of debit card".
Q6: How long does it take to receive a replacement debit card for which I apply online?

It takes about five to seven working days to receive the replacement card after application is completed.

Q7: How do I activate the replacement card that I apply for online?
  • Activation at an ATM: You may activate your card at the Bank's ATM with your new card plus your old card. If your old card is lost, you may activate your new card at a branch counter.
  • Branch counter: You may activate your card by presenting your new card and the original copy of your national identification card in person at any branch counter.

Reminder: For card transaction security, if a new card hasn't been activated four months after being sent, the Bank will automatically cancel the new card, in which case you will be required to have your card replaced.

Q8: How do I activate my card at an ATM?

You may activate your card at an ATM by the following steps

  • Step1: Insert your old card into the ATM: Select "Others" → "ATM card activation"
  • Step2: Take back the old card and insert the new one: Enter new PIN → Activated.
  • Step3:Change magnetic stripe PIN: Change magnetic stripe PIN → Magnetic stripe PIN changed successfully.

Debit EasyCard Notice

Q1: How to "initially" activate the Autoload function for a Debit EasyCard?

Please go to 7-ELEVEN, FamilyMart FamiPort, Hi-Life, OK Mart, or EasyCard Add Value Machine (AVM) to "initially" enable the Autoload function.

Q2: How do I activate the Autoload function for my Debit EasyCard?

After the Autoload function is activated, you may top up your card via networked automatic top-up devices (at the four major convenient stores, Family Mart's FamiPort, and EasyCard Add Value Machine [AVM] at present). Please refer to the website of Easycard Corporation for the latest availability.

Q3: Can I activate the Autoload function for my Debit EasyCard at an MRT station?

No, you can't. Ticketing machines at Taipei Metro, Maokong Gondola, Taiwan Railways, Taiwan High Speed Rail, and carparks do not provide Autoload services for Debit EasyCard. The Debit EasyCard needs to have EasyCard balance topped up with cash or at an EasyCard Add Value Machine (AVM) before purchase is made.

Q4: What are the restrictions attached to the Debit EasyCard Autoload function?

Small-value payments made with an EasyCard is subject to a limit of NTD 1,000 per transaction and NTD 3,000 per card each day.

Q5: How do I cancel my EasyCard and have its balance refunded?

When EasyCard function is canceled, so does the Autoload service. The cardholder may request a full refund of EasyCard balance through one of the following channels. Once the card has been canceled and the balance returned, the card's EasyCard function and Autoload function shall be disabled, though the debit card function shall remain effective: •Visit the EasyCard customer service center with the co-branded Debit EasyCard and an identity proof, and the EasyCard balance will be refunded in cash, net of processing fees charged for the termination. •Cancel the card at an MRT station's Add Value Machine (AVM) or a Family Mart's FamiPort.

Card access requirements

Since gas station self-service filling in automated equipment transactions is a special authorized transaction, a fixed amount (currently set as NTD 2,250) in the available balance of the cardholder's account must be earmarked upon every gas filling and may not be withdrawn or used by the cardholder; the actual purchase amount will be deducted and the earmarked amount released after the designated merchant or acquirer requests payment from the Bank (i.e., payment date).

Products featuring a zero-interest installment plan: zero handling fees and zero annual percentage rates. Revolving credit rate: 5.88%-15%(determined by your credit score from the Bank; base date: September 1 2015) Service charges for cash advance (based on the cash advance settlement currency): the amount of cash advance x3.5%+(NTD 100/USD 3.5/JPY 350/EUR 2.5). Other relevant rates shall be announced on the Bank's website and application form.
