Announcement of Amendments to the Special Terms and Conditions for E.SUN Debit EasyCard

Dear Customers:

Thank you for your support for E.SUN Bank. In order to cooperate with the EasyCard Corporation’s business operations, the Bank will be amending its Special Terms and Conditions for the Debit EasyCard, taking effect from October 1, 2021 onwards. Please refer to the comparison table below detailing the changes to these Terms and Conditions before and after the amendment. If the cardholder has any objections to these amendments, please notify the Bank before the date that these amendments become effective to terminate your agreement (if no notification is submitted, the cardholder shall be deemed as having agreed to these amendments).

Article 1 Terminology Autoload: Pursuant to an agreement between the cardholder and E.SUN Bank, when the cardholder is using the Debit EasyCard as an EasyCard and the stored EasyCard balance is insufficient for an EasyCard purchase, they may use network-connected autoload equipment (currently limited to EasyCard add-value machines (AVM) and small-purchase payment terminal devices. Non-network connected equipment at MRT stations, the Maokong Gondola, Taiwan Railways stations, and car parking facilities are unable to provide autoload services. This information is subject to change, please refer to the announcements made on the EasyCard Corporation for the scope of these services) to automatically top-up their EasyCard with a specified autoload amount through a designated Debit EasyCard account. An autoload top-up is considered an ordinary credit debit card purchase. New/re-issued/replacement Debit EasyCards are issued with a usable EasyCard balance of zero. The cardholder is required to first activate their debit card and enable the autoload function before using autoload services. If the cardholder uses the Debit EasyCard’s EasyCard functions before completing procedures for activating their debit card, they shall still be responsible for the autoload charges incurred by the EasyCard. Once the autoload function has been enabled, the cardholder may not later request that the function be disabled. Initial use: The EasyCard functions of the Debit EasyCard do not need to be enabled, and can immediately be used. Article 3 Misplacement, theft, damage, and loss of the Debit EasyCard All losses incurred from fraudulent use of the autoload function that occur between the period from twenty-four hours before to three hours after the Debit EasyCard has been reported as lost following the procedures described in the previous Paragraph shall be handled pursuant to the Debit Card Agreement. Losses incurred from fraudulent EasyCard payments less than three hours after the card has been reported as lost pursuant to Paragraph 2 shall be borne by the cardholder. The EasyCard Corporation shall bear all losses incurred from fraudulent autoload charges or EasyCard payments taking place more than three hours after the card has been reported as lost... E.SUN Bank shall be responsible for any losses incurred from fraudulent autoload charges that take place between twenty-fours before and three hours after the Debit EasyCard was reported as lost. The cardholder shall be responsible for any losses incurred by fraudulent EasyCard payments that take place less than three hours after the card was reported as lost, and the EasyCard Corporation shall bear all losses incurred from fraudulent autoload charges or EasyCard payments taking place more than three hours after the card has been reported as lost...
Article 5 EasyCard suspension and procedures for processing EasyCard balance The cardholder may use one of the following methods to apply for a refund of their EasyCard balance should they wish to suspend the EasyCard functions of their Debit EasyCard during the card’s effective period:
The cardholder may visit the EasyCard customer service center with their Debit EasyCard and ID documents, and have their EasyCard balance refunded in cash. An agreement termination service fee shall be charged, and the cardholder may continue using the Debit EasyCard’s debit card functions. The cardholder may use an add value machine (AVM) located at any MRT station to return the card. The EasyCard balance will be refunded by the Bank to the cardholder’s designated account, and the cardholder may continue using the Debit EasyCard’s debit card functions. The cardholder is required to cut up their card, and mail the cut-up card back to E.SUN Bank via registered mail to begin the “balance transfer” process.
If the cardholder has failed to mail their card back to E.SUN Bank pursuant to these rules, they shall be responsible for any payment transactions or autoload charges incurred as part of the “balance transfer” process.
Autoload services will also be terminated once EasyCard functions are suspended. The cardholder may request for a full refund of their EasyCard balance through one of the following channels: The cardholder may visit the EasyCard customer service center with their Debit EasyCard and ID documents, and have their EasyCard balance refunded in cash. An agreement termination service fee shall be charged, and the cardholder may continue using the Debit EasyCard’s debit card functions. The cardholder may use an add value machine (AVM) located at any MRT station to return the card. The EasyCard balance will be refunded by the Bank to the cardholder’s designated account, and the cardholder may continue using the Debit EasyCard’s debit card functions. The cardholder is also required to mail the intact card back to E.SUN Bank via registered mail in order for E.SUN Bank to begin the “balance transfer”.
Article 6 Procedures for transaction records and card balance queries Should the cardholder have any queries regarding the above transaction history or balance, the cardholder may notify E.SUN Bank and request that E.SUN Bank verify if transactions are valid before the payment deadline for that period by submitting a formal declaration and any other required documents to E.SUN Bank. Article 10 Miscellaneous Any other matters related to the use of the Debit EasyCard’s EasyCard functions not described in these Special Terms and Conditions shall be governed by E.SUN Bank’s Debit Card Agreement, the EasyCard Corporation’s terms of service and other announced rules.
